Program 1: Human Resource & ICT

Human Resource and Information, Communication and Technology Programme consists of two divisions, the HR Division and the ICT Division. The HR Division focuses on improving HR management and systems to meet high standard, deals with personnel management issues, trains and provides for skills development of staff. The ICT division provides ICT support services to all the functional Programmes, including the Statutory Offices. It procures and installs relevant computer hardware and software applications and sets up office automation equipment.

Functional Responsibilities

The functional responsibilities of the Human Resource Division are to:
• develop HR policies;
• ensure compliance of HR regulations;
• develop career and succession planning;
• manage recruitment and selection process;
• manage staff training, competency and capacity development;
• conduct staff training needs analysis;
• monitor staff performance;
• manage employment contracts (short and long term);
• deal with workforce planning (resignation, retirement, termination & deceased);
• manage personnel emoluments; and
• develop staff database.

The functional responsibilities of the ICT Division are to:
• support and assist in the development of ICT;
• develop infrastructure and manage the Information Systems;
• develop database for the organisation;
• improve network services;
• facilitate the ICT up-skilling of officers; and
• upgrade all windows operating systems and anti-virus softwares.
