Program 4: Labour Administration

The Labour Administration Programme manages and coordinates labour service delivery at the sub-national level. It basically provides advice, conduct monitoring and inspections, ensures compliance and enforcement regarding the basic terms and conditions of employment. The Programme also establishes networks with other government agencies at the sub-national levels.

Functional Responsibilities

The functional responsibilities of the Labour Administration Programme are to:
• supervise and coordinate labour activities at the sub-national levels;
• provide labour advice to both the employers and employees;
• ensure routine labour inspection is conducted to effectively administer and enforce compliance;
• protect young workers, implement and enforce child labour laws;
• attend, assist, and mediate in minor industrial complaints for aggrieved workers;
• serve notices to employers who fail to comply with statutory provisions;
• report deficiencies and defects to relevant authorities; and
• improve and attend to capacity issues at the provincial labour offices.
