Development Planning Context

The Government’s long-term development plans for the country is the PNG Vision 2050 and the Development Strategic Plan (DSP) 2030. These long-term strategies are supported by the Medium Term Development Plan (MTDP) III 2018-2022 and the SLOS Strategic Framework 2019-2022. The medium and long-term development plans are explained as:
PNG Vision 2050 – The PNG Vision 2050 stated that “the success of Vision 2050 is contingent upon the competencies of the country’s workforce. A well-educated, healthy, appropriately skilled, and honest workforce that is committed, proactive and innovative is the kind of workforce required to implement Vision 2050” (1.20.1).
Development Strategic Plan 2030 – The Development Strategic Plan 2030 stressed the need to provide a workforce that is professionally skilled by developing a coherent human resource develop ment strategy (4.6).
MTDP III 2018-2022 – Specific sections deal with the effective management of the public sector workforce and human resource development in PNG.
SLOS Strategic Framework 2019-2022 – The Social, Law and Order Strategic Framework translates the Marape-Davis Government’s vision to creating a secure, peaceful and prosperous Christian nation by providing an enabling environment with opportunities for sustainable economic growth and accessible services at all level. It aims to take back PNG and make it the richest black Christian nation where no child is left behind.
Decent Work Country Programme 2018 to 2022 – The priorities in the country programme are the promotion of the labour law reform and labour administration, promotion of productive and decent employment opportunities, and capacity building for the tripartite constituents.
United Nations’ Sustainable Development Goals 2030 – Goal 8 of the UN Sustainable Development deals with decent work and economic growth. The UN Development Assistance Framework 2018 – 2022 contains four areas; people, prosperity, planet, and peace. People’s strategy is aligned to labour and human resource development.
